INFORMATIONAL

TO:

Division Superintendents

FROM:

Billy K. Cannaday, Jr.

Superintendent of Public Instruction

SUBJECT:

Nominations for the 2007 Standards of Learning Assessment Review Committees for Special and Plain English Mathematics Test Forms

The Division of Assessment and Reporting is accepting nominations from April 20 to May 18, 2007, for participation in the following committees:

1. 2007 Standards of Learning Assessment Special Test Forms Review Committee, and

2. 2007 Standards of Learning Assessment Plain English Mathematics Test Forms Review Committees (four separate committees).

You are invited to identify educator(s) in your division for each of these five committees. All nominees must submit an application through the Web-based process, Assessment Committee Application Processing System (ACAPS). ACAPS is a paperless system for the submission and review of assessment committee applications from educators in Virginia public schools. An Internet browser must be used to access ACAPS at http://www.doe.virginia.gov/VDOE/Assessment/ACAPS/index.htm or visit the Virginia Department of Educations website at http://www.doe.virginia.gov/VDOE/Assessment/home.shtml and select the ACAPS link.

Descriptions of the committees

The Special Test Forms Review Committee will be responsible for reviewing test items on the Braille, large-print, and regular audio special forms for students who are visually impaired. Committee nominees should be educators with expertise in special education and experience with the administration of Braille, large-print, and regular audio special test forms.

The Plain English Test Forms Review Committees will be responsible for reviewing test items on Plain English mathematics test forms. The Plain English mathematics tests incorporated the same content as the regular mathematics tests, but test items have been modified to address issues for non-native English speakers recently arrived in the United States who encounter language barriers. There will be four separate committees to represent grades 3 and 4, grades 5 and 6, grades 7 and 8, and Algebra I. Committee nominees should be educators with expertise in limited English proficiency, experience in the instruction of mathematics (at one or more grade levels, 3 through 8 or Algebra I) and in-depth knowledge of the Standards of Learning.

Selection process

Twelve members will be selected for each committee. All members selected for these committees will be expected to:

         serve a one-year term;

         sign a Non-Disclosure/Conflict of Interest Agreement; and

         participate in the committee meeting(s) as scheduled by the Virginia Department of Education (see attachment).

Individuals may initiate the application process or be nominated. In either case, all nominees who wish to serve on a review committee must complete the Web-based application. All applicants who have previously served on these committees must also complete the Web-based application. The application process requires a professional reference and approval from the division superintendent or designee.

Provisions for committee members

Committee members will be provided the following:

         reimbursement for meals and travel expenses in accordance with state travel policy and guidelines;

         lodging;

         honorarium of $100 per meeting day for committee members not under contract with a school division at the time of meeting(s); and

         certificate for recertification points.
