Superintendent of Public Instruction

SUBJECT:

Nominations for the English Language Proficiency Levels Alignment Study Committees

The Office of Test Administration, Scoring, and Reporting in collaboration with the Office of Program Administration and Accountability is accepting nominations for committees to participate in a study for aligning the proficiency levels of ACCESS for ELLs with the Virginia English language proficiency levels. As Virginia transitions to the ACCESS for ELLs test, the alignment of these two sets of proficiency levels must be determined to maintain consistency from previous years when reporting students' English language proficiency levels.

Twelve educators will be selected for each of the following four committees based on the grade level clusters:

         Kindergarten through Grade 2

         Grades 3 through 5

         Grades 6 through 8

         Grades 9 through 12

Committee members will review and evaluate the extent to which the ACCESS for ELLs proficiency levels correlate with the Virginia's ELP levels. The committee meetings will be conducted July 8 and 9, 2008, at the Doubletree Hotel Richmond Airport.

School divisions are encouraged to nominate one or more representatives for each committee. Nominees may include educators familiar with the Virginia ELP levels, such as English as a Second Language (ESL) teachers, Title III/ESL coordinators, and curriculum and instructional specialists.

Committee members will be chosen based on the following criteria:

         instructional/supervisory experience with limited English proficient students; and

         balanced regional representation.

Committee members will be provided the following:

         $100 honorarium per day (if not under contract with a school division during the committee meetings);

         reimbursement for meals and travel expenses in accordance with state travel policy and guidelines;

         lodging; and

         certificate for recertification points (pending local approval).

All nominees who wish to serve on the ELP alignment study committees must complete the Web-based application using the Assessment Committee Application Processing System (ACAPS). The Web-based application process requires a professional reference and approval from the division superintendent or designee. Procedures for submitting the Web-based application are available at http://www.doe.virginia.gov/VDOE/Assessment/ACAPS/index.htm

Completed applications should be submitted to the Virginia Department of Education using ACAPS by June 10, 2008.

If you have questions, please contact the Office of Test Administration, Scoring, and Reporting at Student_Assessment@doe.virginia.gov or by phone at (804) 225-2107.
