Career
Coach Initiative and Use of Carl D. Perkins Federal Funds |
The purpose of this
memorandum is to clarify an earlier communication that was sent to career and
technical education local administrators from the Department of Education's
Office of Career and Technical Education related to the Career Coach Initiative
of the Virginia Community College System (VCCS). The federal Carl D. Perkins Career and
Technical Education Act of 2006 lists as a permissive use of federal funds
activities that provide career guidance for students participating in career
and technical education that improves graduation rates and provides information
on postsecondary and career options, including baccalaureate degree programs
for secondary students and may include the use of graduation and career plans. The VCCS Career Coach Initiative is an
allowable use of Perkins funds under this permissive category.
School divisions are
currently developing their Local Perkins Plan and Budget application following
the guidance provided in the document located at http://www.doe.virginia.gov/VDOE/Instruction/CTE/2007_2008_SECONDARY_
LOCAL_PLAN.doc
for school divisions or
http://www.doe.virginia.gov/VDOE/Instruction/CTE/2007_2008_SECONDARY_
REGIONAL_CENTERS_LOCAL_PLAN.doc for regional technical centers. Any school division that has already
submitted its plan and did not include a career coach, but wishes to do so, may
submit an amendment to the plan. Eligibility
requirements for career coaches and participation requirements for school divisions
are established by VCCS in cooperation with the Department of Education. We encourage school divisions to contact the
VCCS office at 804-819-4691 if you have questions about the initiative.
In preparing the local
Perkins plan budget, school divisions should refer to the application guidelines
on the percentage of funds allowed for permissive activities. Additionally, career coaches that have
participated in, or are scheduled to participate in, the

encourages interested school divisions to participate in the VCCS Career Coach
Initiative and foster collaborative partnerships among the career coaches and
school counselors.
