SUBJECT: Content Literacy Continuum Demonstration Sites: Competitive Application for Regions 2, 3, 4, 5, 7 & 8

Since 2005, the Virginia Department of Education (VDOE), with funding under the Individuals with Disabilities Education Act (IDEA), has collaborated with two LEAs, Hanover County (Region 1), and Botetourt County (Region 6) to implement the Content Literacy Continuum (CLC). The CLC, developed by the University of Kansas, is a research-proven approach to improving adolescent literacy and remains one of the few evidence-based secondary school literacy models meeting No Child Left Behind criteria.

In view of its goal to have a CLC demonstration site in each of the eight Superintendents’ Regions, the VDOE is seeking applications from LEAs in two additional regions for paired middle and high schools to become new demonstration sites. Thus, we are requesting applications from LEAs in Regions 2, 3, 4, 5, 7, and 8. Priority will be given to applications from urban divisions. Selected sites will receive support from the VDOE and from the University of Kansas. Expectations and benefits of participation in the CLC initiative are described in the attached document.

Divisions interested in becoming demonstration sites may visit the current demonstration schools in Regions 1 and 6. Such a visit requires registration through the following site:

Additionally, an information meeting will be held March 12th at the James Monroe Building – Conference Room B, 101 North 14th Street, Richmond, Virginia, from 10 a.m. to noon. A consulting team from the University of Kansas and representatives from the two current CLC sites will describe the components of this initiative as well as the expectations for demonstration site divisions and schools. Applications will be available at this meeting. For divisions that cannot attend this meeting, applications may be requested after March 12th by contacting the VDOE at (804) 786-2485. Applications must be received by 4 p.m. on Friday, April 10, 2009. The selection of the two new CLC demonstration sites will be through a competitive process.
