SUBJECT: Title II, Part D, Enhancing Education Through Technology Formula Subgrant Allocations from the 2009 American Recovery and Reinvestment Act

Attachment A contains the estimated school division allocations for the Title II, Part D, Enhancing Education Through Technology Formula Subgrant from the 2009 American Recovery and Reinvestment Act (ARRA). The total amount of formula funds allocated to school divisions is $5,132,318. These one-time ARRA funds are in addition to the 2009-2010 school division allocations for the Title II, Part D, Enhancing Education Through Technology Formula Subgrant from the No Child Left Behind Act of 2001 (NCLB) which will be communicated later this year.

This memo serves as the initial notification of ARRA allocations that allow school divisions to use the 2009-2010 federal program application under Public Law 107-110, No Child Left Behind Act of 2001 (NCLB) to apply for these funds. The applications are due from school divisions by September 30, 2009, and will allow school divisions to establish a separate budget for the ARRA allocation. Once a formal award indicating the final state entitlement is received, final school division entitlements and the subgrant obligation date will be communicated. School divisions will submit a budget amendment to adjust their budget based on the final entitlement amount. Submission should be made to the Online Management of Education Grant Awards (OMEGA) system at http://www.doe.virginia.gov/school_finance/budget/grants_acct_reporting/omega/index.shtml. The ARRA does not impose new program elements or requirements for the Enhancing Education Through Technology Program. However, a shorter period for funds obligation may exist. Additional guidance will be forthcoming. Guidance on the use of funds for Title II, Part D, Enhancing Education Through Technology Competitive Subgrants from the 2009 American Recovery and Reinvestment Act (ARRA) will be communicated to regional technology consortium managers when available.
