To comply with the reporting requirements stipulated in Sections 3121(a)(2)(3) and 3122(b) of the No Child Left Behind Act of 2001, Title III: Language Instruction for Limited English Proficient (LEP) and Immigrant and Youth (IY) Students, school divisions must report annually the number or percentage of LEP students making progress in learning English, as well as the number or percentage of LEP students attaining full English proficiency.
The Web-based student-level data collection application called "Title III Data Reporting System" will be available after an error-free End-of-Year Student Data Collection. The application is accessible via the Single Sign-on for Web Systems(SSWS) at the following link: https://p1pe.doe.virginia.gov/ssws/login.page.do. Access to the system should be requested through the school division’s SSWS account manager.
Data collected during the summer of 2009 will be based on the ACCESS for ELLs tests administered during the 2008-2009 school year. Superintendent’s Memorandum Number 136-09 announced new state codes for reporting the English Language Proficiency (ELP) of Limited English Proficient (LEP) Students. Attachment A provides guidelines for determining K-12 WIDA ELP levels which align the ACCESS for ELLs composite scores with the 2009-2010 LEP state codes. Detailed instructions for completing the report will be included on the SSWS website. The deadline for submission is August 31, 2009.
To assist school divisions with completion of the Title III data collection, the Virginia Department of Education will offer a Webinar on June 3, 2009, from 9 a.m. to 10 a.m. For instructions on how to participate, refer to Attachment B.
