TO: Division Superintendents
FROM: Patricia I. Wright, Superintendent of Public Instruction
The fiscal year 2009 state entitlements for career and technical education for each school division, including regional center entitlements, are contained in Attachment A. Regional center entitlements will be paid directly to each center’s fiscal agent. The amounts contained in Attachment A will be paid to school divisions on or about June 16, 2009, by electronic funds transfer.
State funds distributed to eligible school divisions are based upon actual expenditures from the prior fiscal year and the total funds appropriated by the General Assembly for occupational preparation and adult occupational programs. To determine each school division’s fiscal year 2009 allocation for occupational preparation and adult occupational programs, state funding is divided by the total school year 2007-2008 expenditures (both state and local funds) to determine the reimbursement percentage for each program. For fiscal year 2009, it has been determined that each eligible school division can be reimbursed for 27.48 percent of its school year 2007-2008 occupational preparation expenditures and for 27.05 percent of its school year 2007-2008 adult occupational program expenditures. Those school divisions that did not operate these programs in school year 2007-2008 and did not record any local expenditures, will not receive any state reimbursement in fiscal year 2009.
Questions concerning the state entitlements may be addressed to W. Terry Dougherty, grants administrator, via e-mail at Terry.Dougherty@doe.virginia.gov or telephone at (804) 225-3349.
