SUBJECT: 2009 Enhancing Education Through Technology Competitive Grant Program Application

The 2009 Enhancing Education Through Technology (EETT) Competitive Grant Program Application has been released, and applications are now being accepted by the Office of Educational Technology at the Virginia Department of Education. This grant is funded by the No Child Left Behind Act of 2001 (NCLB) and the American Recovery and Reinvestment Act of 2009 (ARRA). Attachment A contains the 2009 EETT Competitive Grant Application Guidelines. Attachment B contains the 2009 EETT Competitive Grant Program Application.

Through the 2009 Competitive Grant Application of the EETT Program, approximately $7 million will be distributed in the form of competitive subgrants. School divisions are encouraged to participate with other eligible entities to apply for a competitive grant. Eligible entities include high-need school divisions, institutions of higher education, for-profit businesses (including schools and organizations), and public or private nonprofit organizations. Eligible partnerships may also include LEAs, educational services agencies, libraries or educational entities appropriate to provide local programs.

The 2009 EETT Competitive Grant Program Application is a downloadable Excel file on the Department of Education's website at http://www.doe.virginia.gov/federal_programs/esea/applications/title2/title2_part-d_app.xls.

All applications must be submitted electronically to the Office of Educational Technology by 5 p.m. on Friday, October 30, 2009. The electronic submissions must be sent to Mark.Saunders@doe.virginia.gov.

A hard copy of the application cover sheet and the assurances must be sent by surface mail and postmarked no later than 5 p.m. on Friday, October 30, 2009. The application should also include the signatures of the school board chair and division superintendent for the school that serves as the fiscal agent. These items should be mailed to the EETT Competitive Grant Program, Attention: Dr. Tammy McGraw, director of educational technology, Post Office Box 2120, Richmond, VA 23218-2120.
