The reauthorization of the Individuals with Disabilities Education Act in 2004 focused national attention on Response to Intervention (RtI), a framework for assessing and teaching struggling learners. RtI is an integrated approach that encompasses general, remedial, and special education. It incorporates the provision of research-based instructional interventions matched to student needs along with the measurement of student learning rates and outcomes.
The Virginia Department of Education (VDOE) continues to promote this initiative by working with 15 pilot school divisions and by providing statewide professional development opportunities for all school divisions. The VDOE hosted two statewide RtI Institutes in July 2009. The objectives of these institutes included building understanding about RtI and its implementation in schools. These institutes were so successful and the demand was so high that the department will hold a third RtI Statewide Institute on December 1-2, 2009, at the Sheraton Park West Hotel in Richmond, Virginia. Nationally recognized authorities on RtI will lead sessions on topics that include:
School divisions are encouraged to bring a team that may include division superintendents, principals, directors of instruction, directors of student services, directors of special education, and curriculum specialists. Deans, directors, and professors from our institutions of higher education with teacher preparation programs are invited as well. We will also include representatives from education organizations and learned societies across the state.
