SUBJECT: Content Literacy Continuum Demonstration Sites - Competitive Application for Regions 2, 5, 7 & 8

Since 2005, the Virginia Department of Education (VDOE), with funding under the Individuals with Disabilities Education Act (IDEA), has collaborated with Local Education Agencies (LEAs) to implement the Content Literacy Continuum (CLC). The CLC, developed by the University of Kansas, is a research-proven approach to improving adolescent literacy and is one of the few evidence-based secondary school literacy models meeting No Child Left Behind criteria.

In view of its goal to have a CLC demonstration site in each of the eight Superintendents’ Regions, the VDOE is seeking applications from LEAs in the remaining regions for paired middle and high schools to become new demonstration sites. Thus, we are requesting applications from LEAs in Regions 2, 5, 7, and 8. Priority will be given to applications from urban divisions. The VDOE intends to select a LEA from each of the remaining regions. Selected sites will receive support from the VDOE and from the University of Kansas. Expectations and benefits of participation in the CLC initiative are described in the first attached document.

Divisions interested in becoming demonstration sites may visit the current demonstration schools. Such a visit requires registration through the following site: http://www.logicdepot.com/surveys/run/start.cfm?skey=DQPYJ-FGFJ3. Additionally, an information webinar will be held December 14th from 2 p.m. to 3 p.m. A consulting team from the University of Kansas and representatives from current CLC sites will describe the components of the initiative as well as the expectations for demonstration site divisions and schools. Participation in the live webinar requires registration at the following site: http://virginia.kucrl.org/. Divisions not available on December 14th may view the recorded webinar at the same location.

The application and criteria for selection are attached. Applications must be received by 4 p.m. on Monday, January 25, 2010. The selection of the final CLC demonstration sites will be through a competitive process.
