The Virginia General Assembly appropriated funds for fiscal year 2010 (FY10) for the incentive program for improved student participation in school breakfast programs. This incentive funding is available to any school division that increased per student breakfast participation in 2008-2009 above the baseline established in school year 2003-2004 (base year). Each school division’s baseline is unique to its base year breakfast participation. The level of funding is $0.20 per meal served above the base year number of meals served per student for each division.
The current fiscal year payment for the school breakfast program is based upon prior school year participation data. Statewide, school breakfast program participation in 2008-2009 was 34.9 percent greater than the 2003-2004 base year participation and was nearly four percent greater than the 2007-2008 participation.
For FY10, actual student participation from school year 2008-2009 was compared to the base year to determine the level of funds earned by each school division. The attached spreadsheet (Attachment A) demonstrates this calculation for each school division and shows the total incentive funding earned by each division in the final column.
The FY10 appropriation was sufficient to fully fund the payments to school divisions at $0.20 per meal. The state breakfast incentive funds were paid via electronic data interchange (EDI) on January 16, 2010. The payment appeared on the EDI notice as State School Breakfast Incentive Funds – revenue source code 240347.
Funds received by school divisions for this program must be credited to the school nutrition program and may not be used for any other purpose. The school nutrition program financial reports submitted to the Virginia Department of Education will be monitored to determine compliance with this provision.
Attachment B to this memorandum is a certification statement that must be returned to the Department of Education no later than March 1, 2010. Signing and submitting this statement completes the documentation required to receive funds for this program. Any school division that receives these state funds but does not complete the certification form and does not reflect the deposit of such funds to the school nutrition program account in their annual financial report submitted to the department in July 2010, will be required to either return the funds directly to the department or the funds will be recovered through a deduction from a future payment for Basic Aid.
