The Virginia Department of Education’s Office of Educational Technology in collaboration with the Professor Garfield Foundation is working to have a special Garfield license plate issued for education. Attachment A is the proposed license plate design. The revenue from this will be used to support joint projects of the Professor Garfield Foundation and the Department of Education. An example of one such project is the Infinite Learning Lab located at http://www.infinitelearninglab.org.
Before the special Garfield license plate is submitted to the General Assembly and the Governor for approval, the Department is required to have a minimum of 350 prepaid applications. Individuals interested in a prepaid application should complete the Virginia Department of Motor Vehicles License Plate Application (VSA 10) located at http://www.dmv.virginia.gov/webdoc/pdf/vsa10.pdf. This completed form along with a check for the annual fee of $35 for personalized or $25 for nonpersonalized plates should be mailed to:

The prepaid applications should not be sent to the Department of Motor Vehicles, and the Department of Education cannot accept credit cards as the method of payment. If the applicant already has a personalized plate and would like the same character combination on the new plate, the character combination (six-character maximum) must be recorded in the boxes provided on the application and the $35 for the personalized plate is still required. A frequently asked questions document (Word) is available and may be helpful to those who wish to complete a prepaid application.
The Department of Motor Vehicles has indicated that this special license process may take up to nine months after date of authorization. If we are unable to collect 350 prepaid applications and/or the plate is not authorized, the fees will be promptly returned.
The Professor Garfield Foundation will provide incentives for the first 350 applications received including a signed animation drawing from the original 1980’s Garfield television show.
