On February 4, 2010, the United States Department of Education (USED) notified states that the two percent transition flexibility is no longer available for use in the calculation of Adequate Yearly Progress (AYP) for students with disabilities. Accordingly, AYP calculations for 2010 -2011 based on state assessments administered in the 2009-2010 school year will be calculated without the proxy. A copy of the USED letter sent to states is attached.
Questions regarding discontinuation of the two percent proxy should be directed to the student assessment staff by e-mail at student_assessment@doe.virginia.gov, or by telephone at (804) 225-2102. Questions regarding the discontinued use of the two percent proxy in AYP calculations should be directed to the Office of Information Management by e-mail at resultshelp@doe.virginia.gov or by calling (804) 786-3112 (option #4).
