Superintendent's Memo #099-10

State seal, Commonwealth of Virginia

COMMONWEALTH of VIRGINIA
Department of Education

April 30, 2010

TO: Division Superintendents

FROM: Patricia I. Wright, Superintendent of Public Instruction

SUBJECT: Fiscal Year 2010 Career and Technical Education Entitlements (State Funds)

The fiscal year 2010 state entitlements for career and technical education for each school division, including regional center entitlements, are contained in Attachment A. Regional center entitlements will be paid directly to each centerís fiscal agent. The amounts contained in Attachment A will be paid to school divisions in four (4) recurring equal payments, starting on or about May 15, 2010, by electronic funds transfer.

State funds distributed to eligible school divisions are based upon actual expenditures from the prior fiscal year and the total funds appropriated by the General Assembly for occupational preparation and adult occupational programs. To determine each school divisionís fiscal year 2010 allocation for occupational preparation and adult occupational programs, state funding is divided by the total school year 2008-2009 expenditures (both state and local funds) to determine the reimbursement percentage for each program. For fiscal year 2010, it has been determined that each eligible school division can be reimbursed for 25.25 percent of its school year 2008-2009 occupational preparation expenditures and for 28.00 percent of its school year 2008-2009 adult occupational program expenditures. Those school divisions that did not operate these programs in school year 2008-2009 and did not record any local expenditures, will not receive any state reimbursement in fiscal year 2010.

Questions concerning the state entitlements may be addressed to W. Terry Dougherty, grants administrator, via e-mail at Terry.Dougherty@doe.virginia.gov or telephone at (804) 225-3349.
