SUBJECT: Title IX and Section 504 Grievance Procedures Professional Development Opportunity

The Virginia Department of Education (VDOE), with the assistance of the U.S. Department of Education’s Office for Civil Rights (OCR), will offer regional workshops across the state on Title IX and Section 504 grievance procedures. The workshops will consist of a presentation on the role and responsibilities of Title IX and Section 504 compliance officers and a hands-on segment on developing effective grievance procedures. Each designated Title IX and Section 504 compliance officer is encouraged to attend the training and bring their Title IX and Section 504 grievance procedures.

Title IX of the Education Amendments of 1972, the federal law that prohibits discrimination based on sex in education for all institutions, and Section 504 of the Rehabilitation Act of 1973, the federal law that prohibits discrimination based on disability, require that every state and local education agency appoint a Title IX and Section 504 designee responsible for the implementation of these laws and that designees receive training to help them meet their obligations. Another requirement is that state and local education agencies (LEAs) adopt and publish grievance procedures providing for prompt and equitable resolution of student and employee complaints alleging any discrimination/harassment based on sex or disability.

The Title IX and Section 504 workshops will be offered as follows. Each workshop will begin promptly at 8:30 a.m. and conclude at 4 p.m. Participants are encouraged to attend the workshop in their designated region. If there is a scheduling conflict, please contact the VDOE before registering for an alternate workshop location. This will help to ensure adequate space at each site.

Hotel reservations at the state lodging rates may be made directly with the hotel. However, attendees will be responsible for their travel expenses. Each site is accessible to individuals with disabilities. Please complete and return Attachment A, registration form, no later than July 16, 2010. Attachment B provides directions to each workshop.
