SUBJECT: Amendments Approved by United States Department of Education (USED) to Virginia’s Accountability Workbook Under the No Child Left Behind Act of 2001 (NCLB)– July 29, 2010
Virginia received final approval on July 29, 2010, from USED for revisions to its NCLB Accountability Workbook. The workbook is posted on the Virginia Department of Education’s Web site at
http://www.doe.virginia.gov/federal_programs/esea/applications/consolidated/consolidated_app_account_wkbk/accountability_workbook.pdf.
The workbook reflects three amendment revisions for Virginia:
- Maintaining the Annual Measurable Objectives (AMOs) for reading and mathematics at 81 percent for reading and 79 percent for mathematics for the 2010-2011 school year, with the understanding that the Commonwealth, divisions, and schools would have to exceed these objectives to meet the AYP targets. (Note: The safe harbor option for making AYP is still available, and the requirements are unchanged.)
- Instituting the federal graduation indicator for purposes of making AYP determinations beginning with the ratings for 2010-2011 prepared in the summer of 2010
- Omitting the two-percent transition flexibility for use in the calculation of AYP for students with disabilities
The attachment to this memo includes excerpts from the workbook in those sections with revisions for 2010-2011.
