SUBJECT: 2010-2011 Application for Response to Intervention (RtI) Cohort

The Virginia Department of Education (VDOE) invites school divisions to join the new 2010-2011 Response to Intervention (RtI) cohort. The Department is seeking school divisions that are willing to plan and work toward eventual implementation of RtI in all elementary schools. School divisions may also include one or more middle schools and/or high schools. Up to sixteen school divisions will be selected. The purpose of assembling a new RtI cohort is to advance and promote the implementation of the RtI process in Virginia and to continue gleaning best practices to share with school divisions statewide. School divisions with current RtI pilot schools are eligible to apply. The Department will provide training and technical support to each division in the RtI cohort. Each pilot cohort division is expected to attend all RtI training sessions and work collaboratively with the VDOE to provide requested information and data.

An application is attached that contains a list of criteria that a school division must meet. Questions related to school division plans for RtI implementation, information on pilot participation expectations, requirements, and conditions divisions must meet in order to be considered for selection are included in the application.

By definition, RtI is the practice of offering academic and behavioral interventions for the student and then evaluating the response. RtI interventions include additional instruction or small group instruction. Interventions can also be delivered as supplemental instruction provided by other trained interventionists within the school. RtI is a valid process for identifying and serving struggling students through collaborative efforts. The Department has developed a RtI guidance document entitled, Responsive Instruction: Refining Our Work of Teaching All Children – Virginia’s Response to Intervention Initiative.

This document, along with other valuable RtI resources, is located on the RtI Web page via the VDOE’s Web site at: http://www.doe.virginia.gov/instruction/response_intervention/guidance/responsive_instruction.pdf (PDF). RtI is an instructional framework that assists schools in being responsive to the needs of all children.

Completed applications must be received by the Department of Education by 5 p.m. on September 30, 2010.

Faxed copies will not be accepted. Applications may be e-mailed to Susan Trulove at susan.trulove@doe.virginia.gov. RtI cohorts will be selected by October 15, 2010. Technical assistance training for selected cohorts is mandatory and will take place regionally. There will be a minimum of three one-day training sessions beginning in the fall of 2010 and continuing through the summer of 2011.
