COMMONWEALTH of VIRGINIA
Department of Education

September 24, 2010

TO: Division Superintendents

FROM: Patricia I. Wright, Superintendent of Public Instruction

SUBJECT: Federal Program Monitoring Review of Career & Technical Education Programs

The Department of Education's Federal Program Monitoring system is designed to focus on program improvement and student achievement. Career and Technical Education programs are reviewed on a six-year cyclical monitoring schedule over a two to three-year process with follow-up as needed. For a copy of the six-year schedule for the Federal Program Monitoring go to:
http://www.doe.virginia.gov/instruction/career_technical/administration/monitoring/review_schedule.pdf

Phase I of the process requires school divisions to conduct a comprehensive self-assessment and develop a program improvement plan to address identified deficiencies and concerns. Technical assistance during the process is provided to school divisions through Career and Technical Education administrative meetings and regional updates.

Phase II of the monitoring process requires an analysis of the self-assessment reports and other relevant data, and may include an on-site visitation to review specific program areas.

During Phase III of the monitoring process, follow-up will be conducted on the identified deficiencies and concerns.

For a copy of the self-assessment instrument go to: http://www.doe.virginia.gov/instruction/career_technical/administration/monitoring/self_assessment.doc

If you have questions or would like additional information about the monitoring process, contact Dr. Glenn A. Anderson, federal program monitoring coordinator, Office of Career and Technical Education Services, at (804) 225-2840 or via e-mail Glenn.Anderson@doe.virginia.gov.
