TO: Division Superintendents
FROM: Patricia I. Wright, Superintendent of Public Instruction
Attached are the 2010-2011 Title III, Part A, federal allocations for school divisions that qualify based on the fall 2009 enrollment of Limited English Proficient (LEP) students and/or Immigrant and Youth (IY) students.
The total amount of the allocation was available through the reimbursement process to school divisions as of July 1, 2010, or upon receipt of an application submitted through the Online Management of Education Grant Awards (OMEGA) system. School divisions that receive less than $10,000 through the LEP grant award allocation must apply in a consortium with one or more school divisions to be eligible to receive the award. This limitation does not apply for the IY award.
Upon final approval of a school division's application by the Virginia Department of Education, the school division will receive an e-mail with instructions to log on to the OMEGA system to review the grant award notification and to distribute the budgets to the object code level. Questions regarding this process should be sent to OMEGA SUPPORT at omega.support@doe.virginia.gov or call (804) 371-0993.
If you have already submitted a 2010-2011 Title III application, an amendment to the application reflecting the 2010-2011 grant award amount must be submitted.
If you have questions, please contact Judy Radford, ESL coordinator, at (804) 786-1692, or Judy.Radford@doe.virginia.gov; or Stacy Freeman, ESL specialist, at (804) 371-0778, or Stacy.Freeman@doe.virginia.gov.
