SUBJECT: 2010 English Standards of Learning Curriculum Framework & Analysis of Virginia’s 2010 English Standards of Learning Compared with the Common Core State Standards for English Language Arts

The Virginia Board of Education adopted the revised Curriculum Framework for the 2010 English Standards of Learning on November 18, 2010. The revised version reflects the changes for alignment to the 2010 Standards of Learning that were approved by the Board on January 14, 2010. Changes that went to the Board for first review in September 2010 are identified with single underlines and single strikethroughs. Double underlines and double strikethroughs were used for additional changes based on public comments and additional analysis of the Common Core State Standards for English Language Arts, and were included in the document that went to the Board for final review on November 18, 2010. The adopted Curriculum Framework for the 2010 English Standards of Learning can be found at: http://www.doe.virginia.gov/testing/sol/standards_docs/english/review.shtml. A final version of the Curriculum Framework with strikethroughs and underlines removed will be available early in 2011.

School divisions are expected to begin implementation of the 2010 English Standards of Learning by September 2011 and to fully implement the 2010 English Standards of Learning in the 2012-2013 academic year. In spring 2012, items measuring new content in the 2010 English Standards of Learning will be field tested. In spring 2013, all items on the English Standards of Learning assessments will be based on the 2010 English Standards of Learning.

Additionally, the Virginia Board of Education accepted the final analysis of Virginia's 2010 English Standards of Learning (SOL) as compared with the Common Core State Standards for English Language Arts (CCSS). In September 2010, the Board also received for first review a preliminary analysis of the content of Virginia's 2010 English Standards of Learning as compared with the CCSS. In October 2010, the Department of Education convened a committee of English educators to further review and refine the analysis. As a part of the process, committee members reviewed the CCSS and it was determined that the content from the CCSS provided an enhancement to the 2010 English SOL and was appropriate to the standards; the content was added to the Curriculum Framework for 2010 English Standards of Learning. Taken together, Virginia's 2010 English Standards of Learning and revised Curriculum Framework have a strong alignment with the Common Core State Standards for English Language Arts, and in some areas, exceed the content of the Common Core State Standards.
