The Office of Student Services is accepting applications from schools to participate in the 13th cohort of the Instructional Consultation Team (ICT) State Directed Project. Teacher effectiveness is the single most important factor in improving student outcomes, and the ICT process is designed to assist teachers in improving their effectiveness. Applying the research of Sylvia Rosenfield, Todd Gravois, and Edward Gickling, ICT is a structured problem-solving process designed to enhance, improve, and increase student and staff performance. The ICT process provides embedded (on-site) professional development for teachers, support staff, and administrators, with a focus on collaborative problem solving, strategic instruction, intervention design, data collection, progress monitoring, and evaluation/redesign. It is consistent with the Virginia Department of Education’s (VDOE)2007 guidance on Responsive Instruction(RtI).
Specialists from the VDOE’s Training and Technical Assistance Centers (T/TACs) provide intensive professional development to an ICT facilitator, a "partner," and school principal in the various facets of the instructional consultation process. Those individuals, in turn, train a team from the school’s faculty and support staff on the same set of (IC) skills. A technology-based data management system supports the monitoring of student progress and intervention effectiveness, and assists the IC team in assessing its own effectiveness. IC teams use implementation and outcome data to design professional development tailored to addressing their own needs.

Applications should be submitted to the T/TAC specialists on the attached document no later than April 1, 2011. Schools submitting applications will be contacted by their respective T/TAC shortly after the application deadline of April 1, 2011 to schedule an on-site interview. Schools will be accepted into the new cohort after VDOE project directors review application and interview materials.
