State seal, Commonwealth of Virginia

COMMONWEALTH of VIRGINIA
Department of Education

March 18, 2011

TO: Division Superintendents

FROM: Patricia I. Wright, Superintendent of Public Instruction

SUBJECT: General Adult Education (GAE) Application for 2011-2012

The Virginia Department of Education will make state funds available for the reimbursement of expenditures made by school divisions for local General Adult Education (GAE) programs in fiscal year 2011-2012.  Grant awards will be based on the amount of GAE funding available and the total amount of school divisions’ requests.  Consequently, some divisions may not receive their total requested funds.

Classes eligible for reimbursement in Fiscal Year 2011-2012 include adult high school classes for credit, General Achievement Diploma program activities, General Educational Development Tests preparatory classes, adult basic education classes, and adult English for Speakers of Other Languages classes.  These state funds may not be used for noncredit career and technical education programs.

Localities that have entered into a Memorandum of Understanding (MOU) for the establishment of a regional adult education program must apply for GAE funding through the regional program’s fiscal agent as identified in the MOU.  Any application submitted independent of the regional fiscal agent will not be reviewed or considered for funding.

Grantees that use any portion of GAE funding for adult diploma programs will be required to complete the GAE Diploma Programs Report.  This report will be available after August 1, 2012, on the Office of Adult Education and Literacy (OAEL) Web site at http://www.doe.virginia.gov/instruction/adulted/index.shtml.

The GAE application materials and required forms are located on the OAEL Web site at http://www.doe.virginia.gov/instruction/adulted/equivalency/secondary.shtml.  The application materials (one original set only) must be received in OAEL by 2 p.m. Eastern Daylight Time (EDT), April 28, 2011.  Faxed or e-mailed copies will not be accepted.  Applications not meeting the delivery deadline may not be considered.  School divisions and regional programs will be notified of funding awards after receipt and approval of all program applications.  If no program is planned, write your school division’s name and code, as well as the words “NO PROGRAM IS PLANNED,” on the face of the contact sheet in the budget workbook.
