Chief State School Officers and State Child Welfare Directors received recently a joint letter from Michael Yudin, Acting Assistant Secretary for Elementary and Secondary Education, U.S. Department of Education, and Bryan Samuels, Commissioner for the Administration for Children, Youth and Families, U.S. Department of Health and Human Services, reiterating the importance of the federal Fostering Connections to Success and Increasing Adoptions Act of 2008 (Fostering Connections Act). The provisions of the Fostering Connections Act support the need to ensure the educational stability of students in foster care.
Attached is a copy of this joint letter which offers several notable links to resources about the Fostering Connections Act and implementing its provisions for school divisions and child welfare agencies. The Virginia Department of Education has also provided guidance on addressing enrollment and school stability for children in foster care through Superintendent’s Memorandum NO. 306, dated December 10, 2010, and Superintendent’s Memorandum NO. 197, dated July 22, 2011.
