1) 20 percent or more of the children ages 5-17 served by the division are from families with incomes below the poverty line, and 2) all public schools in the division have a locale code of 6, 7, or 8. Locale codes are assigned to schools according to U.S. Census data used by the National Education Data Resource Center. The definitions are listed below.
Locale code “6” – A school is located in a place that is outside of a Metropolitan Statistical Area (MSA) and has a population of at least 2,500 persons but fewer than 25,000 persons.

Locale code “8” – A school is located in a place that is inside a MSA and has a population of fewer than 2,500 persons.
Based upon these criteria, the following school divisions are eligible for 2011-2012 Rural and Low-Income School Program funds:

If applications were submitted after July 1, 2011, these funds will be available on the date the application was received in the Online Management of Education Grant Award (OMEGA) system. If the school division has already received programmatic approval for the 2011-2012 Title VI, Part B, Subpart 2, individual or consolidated application, please amend the application to reflect the current allocation as specified on the attachment. If the school division has not submitted a Title VI, Part B, Subpart 2, application, it will need to submit an individual application to receive these funds.
Upon receipt of an approvable Title VI, Part B, Subpart 2, application by the Virginia Department of Education, the school division will receive an e-mail with instructions to log into the OMEGA system to review the grant award notification. The allocations will be listed in OMEGA. School divisions will be required to complete a budget transfer to distribute funds to the appropriate object codes as determined in the approved application. Questions regarding this process should be sent to omega.support@doe.virginia.gov or call (804) 371-0993.
