On October 5, 2011, the Virginia Department of Education (VDOE) was notified by the U. S. Department of Education of a revised state grant allocation for federal fiscal year 2011 under Title I (Career and Technical Education Assistance to the States) of the Carl D. Perkins Career and Technical Education (CTE) Act of 2006 (Perkins IV) for school year (SY) 2011-2012 (Attachment A). Virginia received an across-the-board reduction of 1.2865 percent ($311,910) to the “advance funded” amount available for Perkins IV programs pursuant to the September 30, 2011, Continuing Appropriations Act, 2012 (H.R. 2017).
Attachment B lists the revised Perkins IV allocation and funding reduction for SY 2011-2012 by school division. Each school division must resubmit an amendment to their approved 2011-2012 Perkins Local Plan and Budget for Career and Technical Education, Schedule 17 (Budget) and Schedule 18 (Administration Budget Summary Worksheet), to reflect the revised funding reduction allocation amount.
Further, school divisions are required to submit a revised object code line budget for the Perkins CTE funds reduction through the VDOE Single Sign-on for Web Systems (SSWS) using the Online Management of Education Grant Awards (OMEGA) application. The OMEGA budget transfer request must be based on the approved amendment for each school division’s SY 2011-2012 plan.
There is no provision for Perkins funds to be carried over to the next school year, which means that all funds must be expended or obligated by June 30, 2012.
