Reference is made to Supts. Memo No. 210-11 (August 5, 2011) that provided notice of approval of your 2011-2012 Annual Special Education Plans and served as your official 2011-2012 sub-grant award notification as a sub-recipient of funds under the Individuals with Disabilities Education Act (IDEA). The Virginia Department of Education (VDOE) has received notice that, as part of a short-term continuing resolution passed by Congress (H.R. 2017, the Continuing Appropriations Act, 2012), state allocations for 2011-2012 under the Part B, Section 611 (special education flow-through) funding program have been reduced by 1.503 percent. Virginia's share was reduced by 1.125 percent.
The VDOE has applied this reduction proportionately across both state set-aside funds and Section 611 flow-through awards to school divisions (LEAs) and state-operated programs (SOPs). Your revised sub-grant award amounts are attached. All other terms and conditions contained in Supts. Memo No. 210-11 remain in effect. Part B, Section 619 funds (special education preschool funding) were not affected by the above referenced congressional action.
The attached reductions will appear in the Department of Education's Online Management of Education Grant Awards (OMEGA) system, and award recipients will need to submit online amendments to budget the reductions.
