Superintendent’s Memo #309-11

State seal, Commonwealth of Virginia

COMMONWEALTH of VIRGINIA
Department of Education

November 18, 2011

TO:  Division Superintendents

FROM:  Patricia I. Wright, Superintendent of Public Instruction

SUBJECT:  2011-2012 Title III, Part A, Allocations under Provisions of the No Child Left Behind Act of 2001 (NCLB), Public Law 107-110

Attached are the 2011-2012 Title III, Part A, federal allocations for school divisions that qualify based on the fall 2010 enrollment of Limited English Proficient (LEP) students and/or Immigrant and Youth (IY) students.

The total amount of the allocation was available through the reimbursement process to school divisions as of July 1, 2011, or upon receipt of an application submitted through the Online Management of Education Grant Awards (OMEGA) system. School divisions that receive less than $10,000 through the LEP grant award allocation must apply in a consortium with one or more school divisions to be eligible to receive the award. This limitation does not apply for the IY award.

Upon final approval of a school division or consortium application by the Virginia Department of Education, the subgrantee will receive an e-mail with instructions to log on to the OMEGA system to review the grant award notification and to distribute the budgets to the object code level. Questions regarding this process should be sent to OMEGA SUPPORT at omega.support@doe.virginia.gov or call (804) 371-0993.

If you have already submitted a 2011-2012 Title III application, an amendment to the application reflecting the 2011-2012 grant award amount must be submitted.

If you have questions, please contact Stacy Freeman, ESL specialist, at (804) 371-0778, or Stacy.Freeman@doe.virginia.gov.
