In order to comply with the reporting requirements of Indicators (b)(1), (b)(2), and (b)(3) of the State Fiscal Stabilization Fund (SFSF) Assurances, the Elementary and Secondary Education Act (ESEA) (Public Law 107-110), and Title II of the Higher Education Act (HEA), school divisions are required to submit data for the Fall Master Schedule Collection-Instructional Personnel and Licensure Report (Fall MSC-IPAL).
The Master Schedule Collection (MSC) and Instructional Personnel and Licensure report (IPAL) have been combined because of the common data that the two collections share. It is essential that the human resources staff who worked on IPAL in recent years work with their technology counterparts who completed the End of Year Master Schedule Collection to complete this joint collection.
The Fall MSC will include course-level data by student and teacher for all students Grades K-12. This data should reflect course information for all classes that are being taught or will be taught during the 2011-2012 school year.
The Instructional Personnel and Licensure Report should reflect a "snapshot" of your school division's personnel as of October 1, 2011. Please be advised that there are revisions in the collection for the 2011-12 school year.

Because the verification process of highly qualified teacher data can be involved and lengthy, it is important that all school divisions have a successful submission of the Fall MSC-IPAL no later than February 9, 2012. Resubmissions to correct errors are encouraged after this date and final verification reports, signed by the division superintendent, must be submitted by March 22, 2012. Early submission is strongly encouraged.
