SUBJECT:  Request for Proposals (RFP) for 21st Century Community Learning Centers Competitive Grant Program

The Virginia Department of Education is pleased to announce the availability of 21st Century Community Learning Centers (CCLC) grant funds to be awarded to school divisions and eligible organizations to support the implementation of community learning centers that will assist student learning and development.  Funding for this program is provided through the No Child Left Behind Act of 2001, Title IV, Part B.

The Department will fund projects that provide significantly expanded learning opportunities for children and youth, and that will assist students in meeting or exceeding state and local standards in core academic subjects.  Applicants eligible to submit a proposal for this competition are school divisions, nonprofit agencies, city or county government agencies, faith-based organizations, institutions of higher education, and for-profit corporations.

Priority points will be given to those applicants that:

Applicants are encouraged to consult extensively with parents, community organizations, businesses, arts and cultural organizations, and other youth development agencies and work in meaningful collaboration to develop 21st Century Community Learning Centers.

Technical assistance workshops are scheduled for Tuesday, March 20, 2012, at Montross Middle School in Westmoreland County; Wednesday, March 21, 2012, at John Tyler Community College in Chester, Virginia; and Thursday, March 22, 2012, at the Montgomery County Government Center in Christiansburg, Virginia.  Registration information, location, and directions to the workshops are included in Attachment A.  School divisions and eligible organizations interested in attending one of the workshops should submit a registration form no later than Wednesday, March 14, 2012.

Applications for 21st CCLC competitive grant funds must be received by 4 p.m. on Friday, April 27, 2012.  The application can be downloaded at:
