Department of Education

TO: Division Superintendents
FROM: Patricia I. Wright, Superintendent of Public Instruction
Beginning with the 2012-2013 school year, the Student Record Collection (SRC) will be used to determine the full-time equivalent (FTE) positions necessary to provide special education and related services to inmates incarcerated in local and regional jails who are eligible under the Individuals with Disabilities Education Act (IDEA).
School divisions are required to report IDEA eligible inmates served in a local or regional jail within their jurisdiction on the SRC and December 1 Child Count. Local or regional jail students should be reported using the four digit code 9997 as the responsible school and serving school.
Previously, funding for students with disabilities being served by a school division in a local or regional jail was determined by student demographics submitted to the Virginia Department of Education (VDOE) along with the quarterly reimbursement request. The submission of student demographics will no longer be required with the quarterly reimbursement request. The SRC will replace this process.
A detailed listing of the data elements on the SRC can be found on the VDOE Web site at: http://www.doe.virginia.gov/info_management/data_collection/student_record_collection/index.shtml.
Questions or comments relating to providing special education and related services should be directed to the Office of Special Education Instructional Services at firstname.lastname@example.org or by phone at (804) 225-2932.
