SUBJECT:  Reporting Incarcerated Students with Disabilities on the Student Record Collection and December 1 Child Count

Beginning with the 2012-2013 school year, the Student Record Collection (SRC) will be used to determine the full-time equivalent (FTE) positions necessary to provide special education and related services to inmates incarcerated in local and regional jails who are eligible under the Individuals with Disabilities Education Act (IDEA).

School divisions are required to report IDEA eligible inmates served in a local or regional jail within their jurisdiction on the SRC and December 1 Child Count.  Local or regional jail students should be reported using the four digit code 9997 as the responsible school and serving school.

Previously, funding for students with disabilities being served by a school division in a local or regional jail was determined by student demographics submitted to the Virginia Department of Education (VDOE) along with the quarterly reimbursement request.  The submission of student demographics will no longer be required with the quarterly reimbursement request.  The SRC will replace this process.
