SUBJECT:  Adult Education and Family Literacy Act Competitive Grant Application 2012-2013 for Regional Planning Districts VII, IX, XI, XIII, and XIV

The Department of Education will make funds available for activities authorized by the Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Investment Act of 1998 for regional planning districts VII, IX, XI, XIII, and XIV.  The Request for Proposal (RFP), issued by the Virginia Department of Education’s Office of Adult Education and Literacy (OAEL), includes a competitive application package for the federal AEFLA funds.  These funds are to be used by grant recipients for the delivery of approved adult education and literacy services beginning September 1, 2012, and continuing through June 30, 2013.  A minimum 15 percent match is required.  Application materials may be downloaded from the OAEL Web site at:

Eligible applicants for these funds include:  a local education agency; a community-based literacy organization of demonstrated effectiveness; a volunteer organization of demonstrated effectiveness; an institution of higher education; a public or private nonprofit agency; a library; a public housing authority; a nonprofit institution not described previously but that has the ability to provide literacy services to adults; and a consortium of agencies, organizations, institutions, libraries, or authorities described previously are eligible to apply.

Eligible applicants that have entered into a Memorandum of Understanding (MOU) for the establishment of a regional adult education program must apply for FY 2012-2013 AEFLA funding through the regional program’s fiscal agent as identified in the MOU. Individual localities identified in the MOU may not apply independent of the regional fiscal agent.  Any application submitted independent of the regional fiscal agent will not be reviewed or considered for funding.

Two voluntary technical assistance sessions for prospective applicants have been scheduled for the week of August 6, 2012.  Details are available on the OAEL Web site at http://www.doe.virginia.gov/instruction/adulted/index.shtml.

Applications must be received by OAEL staff no later than 2 p.m., Eastern Daylight Time (EDT), August 24, 2012.  The application should be mailed, commercially delivered, or hand delivered to the appropriate address below.
