House Joint Resolution 570 (HJ570), patroned by Delegate M. Kirkland Cox, was passed last year by the 2011 General Assembly. HJ570 directs the Joint Legislative Audit and Review Commission (JLARC) to study the costs and benefits to the Commonwealth of Virginia of providing financial and other incentives to localities that collaborate on capital projects and operating services. Since March 2012, JLARC staff have been meeting with staff at the Department, school divisions, and regional education programs to discuss how collaboration may occur within the public school system. Based on these discussions, JLARC staff have identified several potential opportunities for voluntary collaboration that may merit further assessment and eventual encouragement through state incentives.
The purpose of this memorandum is to inform you that JLARC staff will be conducting a survey of school division superintendents to gain your feedback on the potential opportunities for collaboration that they have identified. I ask that you please complete the survey to ensure the most comprehensive information is provided to the General Assembly. The survey will be administered in August 2012, and the final report will be released in December 2012.
