SUBJECT:  Legislative Study of Cost of Competing Adjustment in Standards of Quality Funding Formula

The Senate Finance Committee Chairman has directed the staff of the Joint Legislative Audit and Review Commission (JLARC) to review the cost of competing adjustment provided to certain school divisions through the Standards of Quality funding formula.  JLARC staff are in the process of collecting and analyzing various data about school divisions, including data that divisions have already provided through their Annual School Report submission.

To complete their review, however, JLARC staff also need all school divisions (even those that do not currently receive the cost of competing adjustment) to answer some questions about their ability to recruit and retain staff, as well as provide more detailed information about recruitment and retention for certain instructional and support staff positions.

Over the next few days, you will receive an e-mail from JLARC staff member Justin Brown.  The e-mail will include some background information and instructions.  Attached to the e-mail will be a data collection template that each division can complete, save, and then return via e-mail to JLARC.  You will need to complete the worksheet within about two weeks and return it to JLARC no later than mid-October.  If you have questions about this study or the template you will be receiving, please contact Mr. Brown at jbrown@jlarc.virginia.gov.

JLARC is required to complete its review in time for the 2013 General Assembly Session, so your timely cooperation is important.  Thank you in advance for your attention to this study that is of interest to both Governor McDonnell and the General Assembly.
