SUBJECT:  General Assembly Funding for Career and Technical Education (CTE) Workplace Readiness Skills for the Commonwealth Examination for School Year (SY) 2012-2013

The General Assembly has provided state funding for the Workplace Readiness Skills for the Commonwealth Examination for fiscal year 2013 (SY 2012-2013) in the amount of $308,655.  This appropriation is from the general fund to provide support grants to school divisions for standard diploma graduates.  The funding allocation is distributed on the basis of SY 2011-2012 enrollment data for students in secondary CTE courses.  The initial allocation is $0.529 per student enrolled in CTE courses.  Attachment A lists the total allocation by school divisions.  These funds are available for immediate reimbursement payments.  Reimbursement payments for regional CTE centers listed in Attachment B will be made to the school division that serves as the fiscal agent.

The reimbursement is restricted to the Workplace Readiness Skills for the Commonwealth Examinations and pre-tests for standard diploma graduates.  School divisions and regional CTE centers will be reimbursed and paid up to their original allocation amount.  Any unused funds appropriated for the Workplace Readiness Skills for the Commonwealth Examination will be reallocated on June 10, 2013, to school divisions and regional CTE centers that have submitted approved reimbursement requests that exceed their SY 2012-2013 allocation amount.

School divisions and regional CTE centers must use their entire allocation for the Workplace Readiness Skills for the Commonwealth Examination and pre-tests in this announcement before requesting reimbursement for additional exams and pre-tests from its CTE industry certification lottery funds allocated for SY 2012-2013 as announced in Superintendent’s Memo #176-12.  After both of the state allocations have been expended, school divisions and centers may request reimbursement for industry certifications, including the Workplace Readiness Skills for the Commonwealth Examinations and pre-tests, from their Federal Perkins funds allocation.

The Workplace Readiness Skills for the Commonwealth Examination Reimbursement Request Form for SY 2012-2013 (Attachment C) must be submitted to the VDOE no later than June 7, 2013.  These expenditures must cover examinations and pre-tests that have been taken by students during school year 2012-2013, but not later than May 31, 2013.

Documentation of any reimbursement claims must be retained in the school division and must be available for audit in accordance with state policies for record retention and disposition of financial records.
