Attached are the 2012-2013 Title VI, Part B, Subpart 2, Rural and Low-Income School Program federal allocations for school divisions that qualify based upon the following eligibility criteria specified in the Elementary and Secondary Education Act of 1965: 1) 20 percent or more of the children ages 5-17 served by the division are from families with incomes below the poverty line; and 2) all public schools in the division have a locale code of 6, 7, or 8. Locale codes are assigned to schools according to U.S. Census data used by the National Education Data Resource Center. The definitions are listed below.
Locale code “6” – A school is located in a place that is outside of a Metropolitan Statistical Area (MSA) and has a population of at least 2,500 persons but fewer than 25,000 persons.
Locale code “7” – A school is located in a place that is outside of an MSA and has a population of fewer than 2,500 persons.
Locale code “8” – A school is located in a place that is inside an MSA and has a population of fewer than 2,500 persons.
Based upon these criteria, the following school divisions are eligible for 2012-2013 Rural and Low-Income School Program funds:

The 2012-2013 grant funds are allocated to the eligible divisions above on a prorated basis using Average Daily Attendance (ADA).
The Title VI, Part B, Subpart 2, allocation is available through the reimbursement process as of July 1, 2012. The allocation will be available through the Online Management of Education Grant Awards (OMEGA) system. If the school division has already received programmatic approval for Title VI, Part B, Subpart 2, for the 2012-2013 consolidated or individual application, please amend the application to reflect the current allocation as identified in the attachment. If the school division has not submitted a Title VI, Part B, Subpart 2, application, it will need to submit an individual application to receive reimbursement from these funds.
Upon receipt of an approvable application by the Virginia Department of Education, the school division will receive an e-mail with instructions to log into the OMEGA system to review the grant award notification. The allocations will be listed in OMEGA. School divisions will be required to complete a budget transfer to distribute funds to the appropriate object codes as determined in the approved application.
