SUBJECT:  Revisions to the Fostering Connections Guidance for School Stability of Children in Foster Care

This memorandum announces revisions to the initial guidance that addresses implementation of the Fostering Connections Act (Fostering Connections) as presented in Superintendent’s Memorandum No. 306-10, dated December 10, 2010. The revisions provide clarification related to transportation and services for students with disabilities in foster care placement.

The revised joint guidance document was developed by the Virginia Department of Education (VDOE) and the Virginia Department of Social Services (VDSS). The guidance document outlines the process to ensure immediate enrollment and school stability for children in foster care. VDOE and VDSS will provide informational webinars, training, and technical assistance to support local school divisions and local departments of social services in implementing these procedures.
