SUBJECT:  2013-2014 Title III, Part A, Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attached are the 2013-2014 Title III, Part A, federal allocations for school divisions that qualify based on the fall 2012 enrollment of Limited English Proficient (LEP) students and/or Immigrant and Youth (IY) students (Attachment A).  Due to federal sequestration, ESEA program allocations to Virginia for 2013-2014 have been reduced as compared to the previous year, which has resulted in reductions to allocations for many divisions.  The total amount of the Title III, Part A, federal allocation is available through the reimbursement process as of July 1, 2013.   The terms of the grant award for Title III, Part A, funds are found in Attachment B.

School divisions that receive less than $10,000 for the LEP grant award allocation must apply in a consortium with one or more school divisions to be eligible to receive the award. This limitation does not apply for the Immigrant and Youth award under Title III, Part A.

For divisions with an approved 2013-2014 Title III application, an amendment to the application reflecting the 2013-2014 Title III grant award allocation must be submitted through OMEGA.  The amendment should also include IY funds, if allocated.

If the VDOE has not received a federal application for 2013-2014 Title III funds from qualifying divisions by October 31, 2013, the unclaimed funds will be reallocated to eligible school divisions as required under Section 3114(c).
