TO:  Division Superintendents

FROM:  Patricia I. Wright, Superintendent of Public Instruction

SUBJECT:  2013-2014 Title VI, Part B, Subpart 2, Rural and Low-Income School Program Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attached are the 2013-2014 Title VI, Part B, Subpart 2, Rural and Low-Income School Program federal allocations for school divisions that qualify (Attachment A). Due to federal sequestration, ESEA program allocations to Virginia for the 2013-2014 school year have been reduced as compared to the previous year, which has resulted in reductions to allocations for many divisions. The total amount of the Title VI, Part B, Subpart 2, federal allocation is available through the reimbursement process as of July 1, 2013.   The terms of the grant award for these funds are found in Attachment B.

ESEA specifies the following eligibility criteria for Title VI, Part B, Subpart 2, funds: 1) 20 percent or more of the children ages 5-17 served by the division are from families with incomes below the poverty line; and 2) all public schools in the division have a locale code of 6, 7, or 8. Locale codes are assigned to schools according to U.S. Census data used by the National Education Data Resource Center. The definitions are listed below.

Locale code “6” – A school is located in a place that is outside of a Metropolitan Statistical Area (MSA) and has a population of at least 2,500 persons but fewer than 25,000 persons.
Locale code “7” – A school is located in a place that is outside of an MSA and has a population of fewer than 2,500 persons.
Locale code “8” – A school is located in a place that is inside an MSA and has a population of fewer than 2,500 persons.

Based upon these criteria, the following school divisions are eligible for 2013-2014 Rural and Low-Income School Program funds:

If the school division has already received programmatic approval for Title VI, Part B, Subpart 2, for the 2013-2014 consolidated or individual application, it will need to amend the application to reflect the current allocation as identified in the attachment.  If the school division has not submitted a Title VI, Part B, Subpart 2, application, it will need to submit an individual application to receive reimbursement for these funds.

Please direct all Title VI, Part B, Subpart 2, questions to Gabie Frazier, Title I specialist, at Gabie.Frazier@doe.virginia.gov or (804) 225-2907.
