SUBJECT:  2013-2014 Title I, Part C (Migrant Education), Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attached are the 2013-2014 Title I, Part C, federal allocations for school divisions that qualify based on their enrollment of migratory students (Attachment A).  Due to federal sequestration, ESEA program allocations to Virginia for 2013-2104 have been reduced as compared to the previous year, which has resulted in reductions to allocations for many divisions. The total amount of the allocation was available to school divisions as of July 1, 2013, through the reimbursement process.  The terms of the grant award for these funds are found in Attachment B.

Upon final approval of a school division’s application by the Virginia Department of Education, the school division will receive an e-mail with instructions to log onto the Online Management of Education Grant Awards (OMEGA) system to review the grant award notification and to distribute the budgets to the object code level.  Questions regarding this process should be sent to OMEGA Support at

If an application has already been submitted, an amended or revised application that reflects the 2013-2014 grant award amount will need to be submitted.
