COMMONWEALTH of VIRGINIA
Department of Education
April 4, 2014
TO: Division Superintendents
FROM: Patricia I. Wright, Superintendent of Public Instruction
Due to the contract’s expiration, the data warehouse known to school divisions as the Educational Information Management System (EIMS) will no longer be available effective July 1, 2014. Utilization of the data warehouse has declined over the years due to development of more robust local systems. It will not be replaced.
The critical function of assigning the State Testing Identifier (STI) will not change. We intend to preserve this mechanism under the Department’s assessment contract with Pearson. Other functions, such as downloading large state datasets or viewing a student’s longitudinal testing history, will be available in the Department’s Single Sign-on for Web Systems (SSWS) portal. A request for proposals has been posted to obtain electronic transcript capability.
The Department has engaged the Center for Innovative Technology (CIT) to conduct a statewide needs assessment around the use of data to support instruction. Many of you have participated in focus groups and webinars intended to gauge your needs with regard to data use. The preliminary findings of that study indicate that the needs are quite diverse, and we look forward to sharing the recommendations with you when they are available.
