SUBJECT:  Board of Education Approved Passing Scores for the Following Licensure Assessments:  1) Reading and Language Arts Subtest (5002) and Mathematics Subtest (5003) of the Praxis II Elementary Education:  Multiple Subjects Test (5001); and 2) Praxis Middle School Science Test (5440)

The Virginia Board of Education prescribes the professional teacher’s assessment requirements for initial licensure in Virginia as set forth in Section 22.1-298.1 of the Code of Virginia.  On May 22, 2014, the Board adopted passing scores for the following licensure assessments: 
1) Reading and Language Arts Subtest (5002) and Mathematics Subtest (5003) of the Praxis II Elementary Education:  Multiple Subjects Test (5001); and 2) Praxis Middle School Science Test (5440).  Specific information regarding the Praxis II assessment requirements for elementary education and middle school science endorsements is provided in this memorandum.

Praxis Elementary Education:  Multiple Subjects Test

Praxis Elementary Education:  Multiple Subjects (5031) Test (effective in Virginia July 1, 2014 – June 30, 2015)

As communicated through Superintendent’s Memo #211-13, dated August 9, 2013, the Praxis Elementary Education:  Multiple Subjects (5031) test will be required effective July 1, 2014, for individuals seeking an initial license with an endorsement in Early/Primary Education preK-3 or Elementary Education preK-6.   This assessment, unlike the Praxis Elementary Education:  Content Knowledge (0014/5014) assessment, requires a passing score for each of the four subtests.

Score reports for individuals who took the Praxis Elementary Education:  Content Knowledge (0014/5014) prior to July 1, 2014, will be accepted provided the candidate met the passing score effective at the time the test was taken.

Praxis Elementary Education:  Multiple Subjects (5001) Test (effective in Virginia July 1, 2015)

The Reading and Language Arts Subtest and the Mathematics Subtest of the Praxis II Elementary Education:  Multiple Subjects (5031) test were revised.  Please note that the number of the Praxis II Elementary Education:  Multiple Subjects test will change from 5031 to 5001 to reflect that the two subtests have been revised.  New multistate standard-setting studies were conducted and new pass scores needed to be set.

At the recommendation of the Advisory Board on Teacher Education and Licensure, the Virginia Board of Education adopted the following passing scores and implementation date for the Reading and Language Arts Subtest (5002) and Mathematics Subtest (5003) of the Praxis II Elementary Education:  Multiple Subjects Test (5001) required for individuals seeking an initial license with an endorsement in Early/Primary Education preK-3 or Elementary Education preK-6.

*The Social Studies and Science subtests were not revised; however, subtest numbers are changing to align with the change of the test (5001).

Score reports for individuals who took the Praxis Elementary Education:  Multiple Subjects (5031) test prior to July 1, 2015, will be accepted provided the candidate met the passing score effective at the time the test was taken.

Praxis Middle School Science (5440) Test

The Praxis II assessment currently required for individuals seeking an initial license with an endorsement in Middle Education 6-8:  Science is the Praxis II Middle School Science (0439) test.  Effective June 30, 2015, this licensure assessment will be discontinued in Virginia.  Effective July 1, 2015, the Virginia Board of Education’s prescribed assessment will be the new Middle School Science (5440) test developed by the Educational Testing Service (ETS) that administers the Praxis II assessments.

On May 22, 2014, the Virginia Board of Education approved the passing score.  The passing scaled score associated with the passing raw score and the implementation date for Middle School Science (5440) is provided in the table below.
