SUBJECT:  2014-2015 Title III, Part A, Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attachment A provides the 2014-2015 ESEA Title III, Part A, federal allocations, based on the fall 2013 enrollment of Limited English Proficient (LEP) students and/or Immigrant and Youth (IY) students for school divisions that qualify for LEP and/or IY funding.  Attachment B provides terms of the grant award.  Divisions participating in the Title III Statewide Consortium should review the information about adjusted allocations included in the consortium section below.

The total amount of the Title III, Part A, allocation (or adjusted allocation) is available through the reimbursement process as of July 1, 2014.  The procedures and forms for submitting an application for ESEA funds are available at: http://www.doe.virginia.gov/federal_programs/esea/applications/index.shtml.

School Divisions Receiving an LEP Award of $10,000 or More
For divisions receiving an LEP award of $10,000 or more, with an approved 2014-2015 Title III application, an amendment to the Title III application reflecting the 2014-2015 LEP allocation, including IY funds if allocated, must be submitted through the Online Management of Educational Grant Awards (OMEGA) in the Single Sign-On for Web Systems (SSWS) portal.

School Divisions Receiving an LEP Award of Less Than $10,000
Under Section 3247(b) of ESEA, a school division allocated LEP funding of less than $10,000 cannot access the funds unless the division submits a joint application with one or more divisions in a Title III consortium.  The collective total LEP allocation of divisions participating in the consortium must be $10,000 or more.  This $10,000 limitation is not applicable to IY funding.  The Department considers 2014-2015 Title III consortium memberships finalized by July 1, 2014.   Requests after this date to exit a consortium based on an individual 2014-2015 LEP allocation of $10,000 or more are discouraged, but will be considered on a case-by-case basis.

Unclaimed Funds under Title III, Part A
If the Department has not received an application for 2014-2015 Title III funds from qualifying divisions by October 31, 2014, the unclaimed funds will be reallocated to eligible school divisions as required under Section 3114(c).
