Attached are the 2014-2015 Title VI, Part B, Subpart 2, Rural and Low-Income School Program federal allocations for school divisions that qualify (Attachment A). The total amount of the Title VI, Part B, Subpart 2, federal allocation is available through the reimbursement process as of July 1, 2014. The terms of the grant award for these funds are found in Attachment B.
ESEA specifies the following eligibility criteria for Title VI, Part B, Subpart 2, funds: 1) 20 percent or more of the children ages 5-17 served by the division are from families with incomes below the poverty line; and 2) all public schools in the division have a locale code of 6, 7, or 8. Locale codes are assigned to schools according to U.S. Census data used by the National Education Data Resource Center. The definitions are listed below.
Locale code “6” – A school is located in a place that is outside of a Metropolitan Statistical Area (MSA) and has a population of at least 2,500 persons but fewer than 25,000 persons.
Locale code “7” – A school is located in a place that is outside of an MSA and has a population of fewer than 2,500 persons.
Locale code “8” – A school is located in a place that is inside an MSA and has a population of fewer than 2,500 persons.
Based upon these criteria, the following school divisions are eligible for 2014-2015 Rural and Low-Income School Program funds:

The 2014-2015 grant funds are allocated to the eligible divisions above on a prorated basis using Average Daily Attendance (ADA).
If the school division has already received programmatic approval for the 2014-2015 Title VI, Part B, Subpart 2, consolidated or individual application, it must be amended to reflect the current award indicated in Attachment A. If the school division has not submitted a Title VI, Part B, Subpart 2, application, one must be submitted for review and approval.
