The Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB), requires states to monitor school divisions for compliance in certain program areas. The purpose of this memo is to notify certain school divisions that they will receive an on-site or online federal program monitoring for the 2015-2016 academic year for Title I, Part A, Improving Basic Programs Operated by Local Educational Agencies; Title I, Part C, Education of Migratory Children; Title I, Part D, Prevention and Intervention Programs for Children and Youth who are Neglected, Delinquent or At-Risk (Subpart 1 for state agencies and Subpart 2 for school divisions); or Title III, Part A, Language Instruction for Limited English Proficient and Immigrant Students.
In preparation for the monitoring, the Office of Program Administration and Accountability offers technical assistance to school divisions. A recorded slideshow is posted on the Federal Program Monitoring for ESEA Programs Web page. This slideshow is intended for all program areas, and will familiarize school divisions with the federal program monitoring protocol and monitoring procedures. In addition, each program area will host a program-specific webinar according to the schedule below.

School division federal program coordinators are encouraged to view the slideshow and participate in the program-specific webinars, as applicable. School divisions and federal programs to be monitored during the 2015-2016 school year are listed in Attachment A. The full three-year monitoring schedule is available in Attachment B.
