FROM:  Steven R. Staples, Superintendent of Public Instruction

SUBJECT: Special Grants for Survey Fee Required for Practical Nursing Programs

The Virginia Department of Education is pleased to offer special grants to school divisions with practical nursing programs that are scheduled for survey visits by the Virginia Board of Nursing (VBON) during 2016-2017.  This grant is being provided with federal Perkins funds to school divisions on a reimbursement basis and will cover the $2,200 survey fee.  In subsequent years, the fee is an allowable expenditure of the Perkins grant award funds for career and technical education if included in the local approved application.  The survey fee does not apply to high school nurse aide or other health and medical science programs.

In compliance with the Regulations Governing the Practice of Nursing, 18 VAC90-20-10 Statutory Authority: §§54.1-2400 and Chapter 30 of Title 54.1 of the Code of Virginia, revised December 2, 2015, the high school courses affected by the survey fee are Practical Nursing I (8357), II (8358), and III (8359).  It should be noted, all nursing education programs are approved by the VBON.  For those programs that receive accreditation through either of the following entities: Accreditation Commission for Education in Nursing (ACEN) or the National League Nurses Commission for Nursing Education (NLN-CNEA) will receive a survey visit by the VBON once every ten years.  All other VBON-approved programs shall receive a survey visit every five years.

In addition, please note any Virginia nursing education program planning to use a Maryland clinical facility must notify the Maryland Board of Nursing, submit an application, and pay a $6,500 fee per program.

Under a separate cover, this information will be provided to career and technical education administrators and nursing program directors.
