SUBJECT: New PreK Data Requirements for Master Schedule Collection for End of Year 2015-2016 and Fall 2016-2017

Virginia has a history of early education programmatic success and providing unique resources to ensure the development of high-quality preschool programs that meet the needs of families and children in the Commonwealth through the Virginia Preschool Initiative (VPI) and other such programs.  As a condition of receiving federal Preschool Development Grant (PDG) funds to expand VPI (known as the VPI+ program), Virginia will be increasing the data collected on PreK students, teachers, and programs across the Commonwealth.  In order to meet grant requirements, PreK students must be linked to their teachers through the Master Schedule Collection (MSC).  The additional PreK data collected will be utilized to assist in strengthening and improving programs and student outcomes.

Requirements of VPI+ participating school divisions:

In the 2015-2016 school year, there are 11 participating VPI+ school divisions.  They are:  Brunswick County Public Schools, Chesterfield County Public Schools, Fairfax County Public Schools, Giles County Public Schools, Henrico County Public Schools, Norfolk City Public Schools, Petersburg City Public Schools, Prince William County Public Schools, Richmond City Public Schools, Sussex County Public Schools, and Winchester City Public Schools.

The 11 VPI+ participating school divisions must submit PreK data as part of the End of Year (EOY) Master Schedule Collection (MSC) for 2015-2016.

Requirements of all school divisions:

For the remaining, non-VPI+ school divisions, including PreK data in the 2015-2016 EOY MSC is optional, but encouraged as a way to prepare for and pilot the process for future MSCs.  Additional details and a timeline will be included in future Superintendent’s Memos and VDOE webinars that address MSC.

Beginning in the 2016-2017 school year, the fall and EOY MSC must include PreK student and teacher data for all public school divisions in the Commonwealth.
