Reference is made to Superintendent’s Memorandum No. 185-15 (July 31, 2015) that provided notice of the 2015-2016 Individuals with Disabilities Education Act (IDEA) Part B (Sections 611 and 619) federal allocations for school divisions and state-operated programs (SOPs) that have submitted an approvable 2015-2016 annual plan. Subsequent Superintendent’s Memorandum No. 263-15 (October 9, 2015) was sent to school divisions and state-operated programs after the Virginia Department of Education (VDOE) received notice that, as part of a short-term continuing resolution (CR) passed by Congress, state allocations for 2015-2016 under Part B, Section 611 funds (special education flow-through) were reduced by an overall 0.2108 percent. Virginia’s allocation was reduced by 0.1532 percent.
On February 9, 2016, the Virginia Department of Education (VDOE) received a supplemental award notification restoring funding to the federal fiscal year (FFY) 2015 Part B grants to states award previously reduced by the continuing resolution (CR).
The VDOE has applied the increase in funding proportionately (formula-driven calculation) to school divisions (LEAs) and state-operated programs (SOPs). The revised subgrant award amounts are attached. All other terms and conditions contained in Superintendent’s Memorandum No. 185-15 remain in effect. Part B, Section 619 funds (special education preschool) were not affected by the above-referenced congressional action.
The attached increase will appear in the Department of Education's Online Management of Education Grant Awards (OMEGA) system made available through the reimbursement process to school divisions and SOPs. Award recipients will need to submit budget amendments in OMEGA to allocate the restored funds. Any questions should be directed to Tracie L.
