SUBJECT: Clarification on Identification of the Economically Disadvantaged Subgroup for Reporting and Title I Accountability Under the Community Eligibility Provision

Superintendent’s Memorandum Number 104-14, Identification of the Economically Disadvantaged Subgroup for Title I Accountability Under the Community Eligibility Provision,   dated April 25, 2014, provides information on the identification of students in Community Eligibility Provision (CEP) schools in the economically disadvantaged subgroup for reporting and accountability purposes. Effective with the 2014-2015 school year, schools that participate in the CEP program use direct certification or other data sources to identify a student as economically disadvantaged for reporting and accountability purposes.

The purpose of this communication is to provide clarification regarding the data sources, in addition to direct certification data, that should be used to identify students for the purposes listed above. Schools should use the sources provided in the listing of Student Record Data Collection elements. These elements are: 1) is eligible for Free/Reduced meals; or 2) receives TANF; or 3) is eligible for Medicaid; or 4) identified as experiencing Homelessness.
