SUBJECT: 2016-2017 Title VI, Part B, Subpart 2, Rural and Low-Income School Program Allocations under Provisions of the Elementary and Secondary Education Act of 1965 (ESEA)

Attached are the 2016-2017 Title VI, Part B, Subpart 2, Rural and Low-Income School Program federal allocations for school divisions that qualify (Attachment A).  The total amount of the Title VI, Part B, Subpart 2, federal allocation is available through the reimbursement process as of July 1, 2016.   The terms of the grant award for these funds are found in Attachment B.

ESEA specifies the following eligibility criteria for Title VI, Part B, Subpart 2, funds: 1) 20 percent or more of the children ages 5-17 served by the division are from families with incomes below the poverty line; and 2) all public schools in the division have a locale code of 6, 7, or 8. Locale codes are assigned to schools according to U.S. Census data used by the National Education Data Resource Center. The definitions are listed below.

Based upon these criteria, the following school divisions are eligible for 2016-2017 Title VI, Part B, Subpart 2, funds:

The 2016-2017 grant funds are allocated to the eligible divisions above on a prorated basis using Average Daily Attendance (ADA).

If the school division has already received programmatic approval for the 2016-2017 Title VI, Part B, Subpart 2, consolidated or individual application, it must be amended to reflect the current award indicated in Attachment A.  If the school division has not submitted a Title VI, Part B, Subpart 2, application, one must be submitted for review and approval. 

To minimize the occurrence of unliquidated funds due to school divisions failing to expend and/or request reimbursement for the full amount of funds that they are awarded, school divisions will be required to encumber 85 percent of each award year's Title VI, Part B, Subpart 2, allocation by September 30 of the following year (within 15 months).  School divisions will be permitted to carry over up to 15 percent of their allocation for any fiscal year.  The VDOE will reallocate funds that have not been encumbered within the allotted 15 month period of each program year to other eligible school divisions according to the procedures provided in Attachment C.  These procedures will be implemented beginning with the FY16 award.
