SUBJECT: Reimbursements for Advanced Placement and International Baccalaureate Test Fee Payment Program for 2015-2016

The United States Department of Education (USED) notified the Virginia Department of Education (VDOE) that funding is available to pay for the SFY 2015-2016 Advanced Placement (AP) and International Baccalaureate (IB) Test Fee Program grant.  The purpose of this grant is to increase the participation of low-income students in Advanced Placement/International Baccalaureate classes and testing.  

Virginia requested federal funds based on the projected quantity of tests ($38 per AP test and $98 per IB test) that each division estimated and provided to the VDOE in April 2016.   The amount reimbursed to school divisions is based on information provided in the Verification of Actual Data Report that was due June 10, 2016.  School divisions that reported actual test quantities that were less than or equal to their projections will receive 100 percent reimbursement for those actual tests.  Those divisions that reported actual test quantities that exceeded their projected quantities will receive 100 percent reimbursement for their projected test quantities and will receive partial reimbursement for the actual quantities that exceeded their projections.  That approximate amount will be $30.72 per AP test and $79.21 per IB test.  The VDOE will distribute all available funds; no funds will be held over for distribution next year.  Funds will be electronically transferred to each school division.

Funds provided under this program may be used only to supplement, and not supplant, other federal, state, local, or private funds available to assist individuals identified as low-income students in paying for AP and IB testing.  If your school division is not listed as receiving funds, it is because there was no response to Superintendent's Memorandum No. 098-16, dated April 22, 2016.
